James C. Miller III is a senior fellow at the Hoover Institution at Stanford University and chairman of the CapAnalysis Group, an economic consulting firm associated with the international law firm Howrey, Simon, Arnold & White.

He was the Director of the U.S. Office of Management and Budget from 1985 to 1988, and Chairman of the U.S. Federal Trade Commission from 1981 to 1985.

During 1981, he was Administrator of the Office of Information and Regulatory Affairs at the U.S. Office of Management and Budget and Executive Director of the Presidential Task Force on Regulatory Relief.

Between 1977 and 1981, Miller was a Resident Scholar at the Center for the Study of Government Regulation at the American Enterprise Institute. From 1978 to 1981, he served as co-director of the center.

In the area of public service, Miller served as vice chairman (1987-1989) and member of council (1981-1987) for the Administrative Conference of the United States. He was a Federal Trade Commission Representative, Section of Antitrust Law, American Bar Association (1981-85); a Consultant to the National Science Foundation (1977-81); Consultant to the National Bureau of Standards (1974); and Consultant, U.S. Department of Transportation (1972-74). From 1978 to 1981, and from 1988 to the present he has served as President and Chairman of the Board at Economic Impact Analysts, Inc. From 1988 to 2002, Miller was counsellor to Citizens for a Sound Economy and currently serves as a member of the boards of a number of foundations and enterprises, including Independence Air, Washington Mutual Investors, and the U.S. Postal Service.

Among his many publications are Monopoly Politics (Hoover Institution Press, 1999), Fix the Budget!: Urgings of an "Abominable No-Man" (Hoover Institution Press, 1994); The Federal Trade Commission: The Political Economy of Regulation, co-edited with Robert J. Mackay and Bruce Yandle (Hoover Institution Press, 1987); Reforming Regulation, co-edited with Timothy Clark and Marvin Kosters (American Enterprise Institute, 1980); and Benefit-Cost Analyses of Social Regulation: Case Studies from the Council on Wage and Price Stability, co-edited with Bruce Yandle (American Enterprise Institute, 1979).

He is also a member of the American Economic Association, the Public Choice Society, and the Southern Economic Association of which he was elected a member of the executive committee from 1980 to 1982 and an elected Vice President for the 1991-1992 term.

Miller began his career as an assistant professor of economics at Georgia State University in 1968. He earned his Ph.D. in economics in 1969 at the University of Virginia.
