Richard Sousa is senior associate director and a research fellow at the Hoover Institution. An economist specializing in human capital, discrimination, labor economics, and K–12 education, he coauthored School Figures: A Look at the Details behind the Debate (2003) and coedited Reacting to the Spending Spree: Policy Changes We Can Afford (2009). His op-eds have appeared in newspapers throughout the country.

He served as director of the Hoover Library and Archives from 2008 to 2012. From 1990 to 1995, Sousa was the coordinator of Hoover’s Diplomat Training Program.

Sousa is a senior consultant to the Soong Family Archives and Research Center at Fudan University, Shanghai, China. He was an economist at RAND and has taught economics and statistics at the University of California, Los Angeles (UCLA).

Sousa holds degrees in economics from Boston College and UCLA.
