His research and writing focus on international law and treaties, federalism, and values that sustain American democracy. He contributes regular commentaries to Townhall.com and Salem Radio Network, and writes columns for the San Francisco Chronicle. From 1985 to 2000, he served as president of Pepperdine University, where he was also a professor of public policy and law.
