On February 6, 2021, George P. Shultz, one of this country’s most distinguished public servants, passed away at age 100. Shultz had served in three U.S. administrations as secretary of labor, director of the Office of Management and Budget, secretary of the Treasury, and secretary of state. After the 1986 Reykjavik Summit, he led negotiations with the Soviet Union that led in December 1987 to the Intermediate Nuclear Forces (INF) Treaty.

According to the Centers for Disease Control and Prevention, the incidence of COVID-19 deaths among those 65 years old and older is about 200 times that of people younger than 35. Because roughly half of all deaths of seniors occur in nursing homes, both in the United States and abroad, improving sanitary conditions seems to be the straightforward solution to reducing deaths among the elderly.

At the peak of the flat tax movement, 44 countries and jurisdictions had a flat tax. The number has declined to 27, with Russia the most recent to add a second top rate. Politicians in both dictatorships and democracies find that imposing a second top rate on a small percentage of high-income earners is popular, especially when twinned with increased social benefits for lower- and middle-class taxpayers. The same holds for a second lower rate.
