On February 6, 2021, George P. Shultz, one of this country’s most distinguished public servants, passed away at age 100. Shultz had served in three U.S. administrations as secretary of labor, director of the Office of Management and Budget, secretary of the Treasury, and secretary of state. After the 1986 Reykjavik Summit, he led negotiations with the Soviet Union that led in December 1987 to the Intermediate Nuclear Forces (INF) Treaty.

As part of its emerging plan to act to address climate change, the Biden administration is considering a novel and unproven trade barrier called a carbon border adjustment. Rather than imposing a tariff based on the value of a product, a carbon border adjustment would be levied based on the amount of carbon emissions used to produce it.

I recently wrote about the mysterious killings of endangered white rhinos in South Africa’s Pilanesberg Park years ago. Since 2019, my home state New Mexico has committed to an active climate policy. It is a member of the U.S. Climate Alliance and has pledged to reduce its greenhouse gas (GHG) emissions of at least 45 percent by 2030 from 2005 levels. One major action was the passage of the Energy Transition Act, which contains bold renewable energy and zero-carbon electricity mandates. Several states have similar central-planning features.
