On February 6, 2021, George P. Shultz, one of this country’s most distinguished public servants, passed away at age 100. Shultz had served in three U.S. administrations as secretary of labor, director of the Office of Management and Budget, secretary of the Treasury, and secretary of state. After the 1986 Reykjavik Summit, he led negotiations with the Soviet Union that led in December 1987 to the Intermediate Nuclear Forces (INF) Treaty.

Emergency Powers Reform Within Grasp

The National Emergencies Act (NEA) was one of the great failures of the 1970s reforms to the presidency. The NEA sought to discipline the dozens of presidential emergency power authorizations in the U.S. Code by empowering Congress to terminate emergency declarations by concurrent resolution. But the Supreme Court’s invalidation of the legislative veto in INS v. Chadha (1983) turned this NEA check on its head.

Freedom of expression and open inquiry are vital to the search for truth, which is the core mission of the academic enterprise. To preserve the integrity of our mission, and to signal the importance of free speech in universities everywhere, we urge the president and board of trustees of Stanford to join the more than 80 other universities to publicly endorse the University of Chicago statement on free expression, and to state that it is Stanford university policy.

But it turns out that what was a key selling point for this proposal provides no support for adopting the new curriculum. Ironically, this selling point is based solely on a remarkably bad application of statistical reasoning.
