&lt;p&gt;Tax policy affects individual behavior, employment, and investment decisions. Studying the trade-offs between efficiency and equity yield solutions for policymakers and the public alike.&lt;/p&gt;

&lt;p&gt;The management of processes surrounding hydraulic fracturing, the mining of rare earth elements, and the development of cross-national pipelines has implications for growing international energy requirements.&lt;/p&gt;

&lt;p&gt;Hoover fellows address geopolitical conditions of key countries and regions around the world. In papers, conferences, and testimonies before government, they present policy solutions to pressing issues including threats posed by authoritarian forces to America’s national security and that of other free and open societies.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Federal law enforcement governs drug policy, domestic terrorism, and other interstate challenges within our country’s borders. State-based solutions must be evaluated and adopted based on their efficacy when possible.&lt;/p&gt;

&lt;p&gt;Hoover fellows address various aspects of intelligence policy and operations, including the impacts of advanced technologies on global espionage, and the struggle between the interests of the intelligence community and democratic accountability.&lt;/p&gt;

Intelligence

&lt;p&gt;In a statement made to the Stanford Board of Trustees in 1959, the Institution’s founder underscored that America’s economic and social system is based on private enterprise, from which springs initiative and ingenuity. Our fellowship remains committed to the principle that free trade is the key engine of national income growth, benefits consumers with less costly goods and services, and, more equitably than any other system, expands wealth and prosperity across societies.&lt;/p&gt;

Trade

&lt;p&gt;Fellows analyze the geopolitics of the Middle East, including issues related to energy security, sectarian violence, peace prospects between Israelis and Palestinians, and power rivalries in the Persian Gulf region. Fellows also assess the issue of nuclear proliferation, especially Iran’s ambitions for nuclear weapons and the West’s revival of the Joint Comprehensive Plan of Action with leaders in Tehran.&lt;/p&gt;

Middle East

&lt;p&gt;Hoover scholars examine the policy decisions of the executive branch and whether those actions fall within the responsibilities and limits of presidential power as spelled out in the US Constitution. They address the impact of presidential decision making and executive branch regulations in a broad spectrum of policy areas including national security, the economy, the environment, energy, public health, and more.&lt;/p&gt;

&lt;p&gt;The United States must reassure its allies and deter its adversaries by making its commitments clear and providing the resources and willpower to support them.&lt;/p&gt;

US Defense

&lt;p&gt;The United States Constitution is the longest surviving charter of government for a reason. Careful study of the principles that built this nation leads to practical applications for modern-day challenges in governance.&lt;/p&gt;

&lt;p&gt;The guarantee of property rights give people the incentive to invest, innovate, or preserve their property. The government’s role remains the arbiter and guarantor of contracts and property rights within the legal system.&lt;/p&gt;

Intellectual Property

&lt;p&gt;The Golden State is in the midst of challenges from crime, housing, and homelessness. Democratic supermajorities and constant ballot initiatives have led to rigid policy and unintended consequences, requiring a rethink of long-standing barriers to equitable economic growth.&lt;/p&gt;

California

&lt;p&gt;Housing prices across the country reflect arbitrary supply-side restrictions on new units, including environmental and other zoning rules. Well-intentioned affordable housing carve outs stymie overall supply.&lt;/p&gt;

Finance &amp; Banking

&lt;p&gt;Fellows examine major political, economic, and security challenges involving the European Union and the NATO alliance. Issues include the strength of NATO in the face of threats posed by Russia; the struggle to absorb millions of migrants fleeing conflict zones and poor living conditions in the Middle East, Africa, and Central Asia; and debates within the EU on how to deal with challenges such as economic relief from the pandemic crisis, and access to affordable and reliable energy sources.&lt;/p&gt;

Europe

&lt;p&gt;Fellows examine decision making on the civil rights of Americans, from the federal judiciary at the district and appellate levels to the Supreme Court, as well as constraints the judicial system places on policy making in the executive and legislative branches.&lt;/p&gt;

Judiciary

&lt;p&gt;Non-state actors, operating with or without state support, remain a global threat to the safety and security of the international system. Cross-national agreements and security arrangements help to alleviate those threats.&lt;/p&gt;

Terrorism

&lt;p&gt;Preventing modern-day challenges begins with the careful investigation of historical conflicts. Historical security arrangements, trade deals, and conflicts can help to guide current policies aimed at stabilizing politics and volatile regions.&lt;/p&gt;

World

&lt;p&gt;The power of the executive branch has grown over the past half century. At the same time, executive orders commonly bypass the legislative process, but fail to last as new administrations overturn previous accomplishments.&lt;/p&gt;

Public Opinion

&lt;p&gt;The intersection of individual behavior and government regulations on innovation, employment, and investment.&lt;br /&gt; 
&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Fellows examine challenges in the Indo-Pacific, especially China’s aggression in the Taiwan Strait and the East and South China Seas, and a nuclear-armed North Korea. They analyze the activity of the Quadrilateral Security Dialogue, or Quad, framework of countries (United States, Australia, Japan, and India) and their efforts in maintaining a rules-based order in the region, enhancing security cooperation, and building resilient supply chains.&lt;/p&gt;

Indo Pacific

&lt;p&gt;The administrative state is the collection of federal agencies, regulators, and rule makers that have become a powerful, unelected, and unaccountable part of the government. Reining in the administrative state will require Congress to reassert its authority over legislative matters and judges to grant less deference to regulators who overstep their bounds.&lt;/p&gt;

Comparative Politics

&lt;p&gt;Fellows address policy issues in Africa. Among continents, Africa has enormous potential as a global economic power bloc. It has a growing working-age population, the world’s largest free-trade zone, and vast amounts of natural resources. However, Africa also grapples with many challenges, including terrorism and ethnic violence; droughts and other forms of environmental disaster; political corruption; and China’s use of developmental aid to undermine the sovereignty of the continent’s democracies.&lt;/p&gt;

&lt;p&gt;The administrative state has increasingly grown powerful in day-to-day governance as Congress and the judicial branch has voluntarily ceded power over time.&lt;/p&gt;

Political Philosophy

&lt;p&gt;The Hoover Institution has a long history of scholarship in economic policy. We have two Nobel Prize winners as current fellows and three others, Gary Becker, Milton Friedman, and Douglass North, who served as fellows until their passing.&lt;/p&gt;

&lt;p&gt;International organizations, from the World Health Organization to the United Nations, coordinate disaster relief efforts, climate change policies, and trade disputes. The United States must keep a seat at the table.&lt;/p&gt;

International Affairs

&lt;p&gt;Hoover fellows analyze how court decisions and legal interpretations shape government decision making and address how the nation’s constitutional principles should guide the formulation of public policy.&lt;/p&gt;

&lt;p&gt;Volatile and rising energy prices and increasing global concern about climate change pose threats to national security and adverse effects of energy usage on global climate. &amp;nbsp;Hoover scholars gather comprehensive information on current scientific and technological developments, survey the contingent policy actions, and offer a range of prescriptive policies to address our varied energy challenges.&lt;/p&gt;

&lt;p&gt;Hoover fellows have been and remain at the forefront of education reform research, including school choice and accountability.&lt;/p&gt;

Education

&lt;p&gt;Hoover health policy scholars conduct research that aims to devise policies that enable more Americans to get better value for their health care dollar and foster appropriate innovations that will extend and improve life.&lt;/p&gt;

&lt;p&gt;Federal immigration policy dictates the flow of both legal and illegal immigrants to the United States. Promoting the former while limiting the latter requires a renewed perspective of the value that immigrants have always brung to the United States.&lt;/p&gt;

&lt;p&gt;The Hoover fellowship regularly analyzes the political environment shaping government leaders’ decision making, on issues ranging from the economy and national security to public health, education, and the environment. The Institution also conducts two bi-annual polls that measure voters’ attitudes toward social, economic, and political institutions, reactions to specific government policies, and beliefs about the direction of America.&lt;/p&gt;

&lt;p&gt;State and local governments dictate more of American life than is commonly assumed. Public safety, education, and housing are all governed by state and local decision makers.&lt;/p&gt;
