The Hoover Institution hosted "Tools of Regulatory Reform: Maintaining Executive and Constitutional Order" on Friday, June 21, 2019 from 8:30 AM to 4:15 PM EDT.

This year's conference program focuses on two questions:

  • The first concerns the flood of orders from single-district judges enjoining major policy changes from the Trump administration, particularly the novel role of state attorneys general as plaintiffs in cases involving national policy, and the authority of such courts to issue nationwide injunctions extending to parties not present before the court.
  • The second is the improvement of techniques to enact regulatory reform, especially with regard to cost-benefit analysis of legislation and potential presidential actions to restore Constitutional order.

This conference brings together economists, legal scholars, economic historians, and political scientists to set the stage for a rich interdisciplinary conversation on some of the most significant issues of the day.
