ISSUES DISCUSSED
On April 8, 2020, Josh D. Rauh presented on “The Fiscal Policy Response to the Coronavirus and What We've Learned” at a virtual meeting of the Hoover Working Group on Economic Policy. Josh Rauh is a senior fellow at the Hoover Institution and recently served as the principal chief economist of President Trump’s Council of Economic Advisers. He is also a professor at Stanford’s Graduate School of Business and was formerly director of research at the Hoover Institution.

He discussed issues relating to: (1) The financial costs of the Covid-19 health emergency bills and (2) The mitigation of the economic damage of the shutdown economic activity. He outlined the goals of the fiscal effort, and he then discussed major components of that effort, including the phase 1 bill or the “Coronavirus Supplemental Appropriations Bill,” the March 13 Presidential Declaration of National Emergency under the Stafford Act; the phase 2 bill or the “COVID-19 Families First Coronavirus Response Act,” and the phase 3 bill or the “CARES Act.” Each component of the phases was then considered in light of the goals. He concluded by drawing observation on the overall effort.
