Launched in August 2025 with a pilot cohort, the National Civics Fellowship (NCF) is a two-year program that brings together leaders from across the civics education ecosystem, including K–12 education, higher education, and civil society. The fellowship is designed to amplify exemplary work across the civics ecosystem, foster cross-sector collaboration and dialogue, and build a community of practice among current and former fellows.

Chester E. Finn, Jr.

Volker Senior Fellow (adjunct)

Chester E. Finn, Jr., is the Volker Senior Fellow (adjunct) at the Hoover Institution. He has devoted his career to improving education in the United States. Finn is the former chairman of Hoover's Task Force on K–12 Education, a member of the Maryland State Board of Education and of Maryland's Commission on Innovation and Excellence in Education, and distinguished senior fellow and president emeritus of the Thomas B. Fordham Institute. His primary focus is reforming primary and secondary schooling.

Executive Director of the Center for Revitalizing American Institutions

Thomas Schnaubelt is the executive director of the Center for Revitalizing American Institutions at the Hoover Institution. He explores the connections between democracy and education and the formation of healthy civic identity through civics education, democratic deliberation, and experiential learning.

Salvatore Ingrassia

Manager of the Civic Education and Democratic Citizenship Research Program

Salvatore Ingrassia is the manager of the Civic Education and Democratic Citizenship Research Program at the Hoover Institution. He earned his MA at the University of Chicago, where his graduate research explored the role of anti-establishment attitudes—such as populism, conspiracy thinking, and distrust of expertise—in shaping contemporary American politics. He completed a BA in political science at UCLA.
