This Shultz Energy and Climate Task Force essay addresses three elements of that unmet agenda: 1) planning for reliability and resilience as grids begin to operate in novel ways; 2) building transmission lines in places of greatest value; and 3) reforming public and private incentives for innovation.

David Victor is a professor of innovation and public policy at the School of Global Policy and Strategy at UC San Diego, where he also directs the Deep Decarbonization Initiative. He previously taught energy and environmental law at Stanford Law School. A longtime contributor to the Shultz Task Force, he is also a nonresident senior fellow at the Brookings Institution.
David Fedor manages the George P. Shultz Task Force on Energy and Climate at the Hoover Institution.
Rob Buechler is a doctoral candidate in mechanical engineering the Majumdar Lab at Stanford University.
