The Renewing Congress for the 2030s and Beyond Initiative advances practical, bipartisan solutions to strengthen the functioning of Congress as the central institution of American representative democracy. It brings together practitioners and scholars to develop and help implement reforms which will improve the legislative process and better enable Congress to forge solutions to national challenges. Recognizing that meaningful reform requires sustained effort, the initiative pursues a long-term, multifaceted strategy that engages both internal congressional stakeholders and external partners.

The initiative’s work is grounded in the belief that Congress functions best when members are actively engaged in a deliberative process. Through direct engagement, convening, and research, it seeks to catalyze the implementation of reforms which reinvigorate participation, strengthen institutional norms, and strengthen public trust, enabling Congress to better serve its indispensable constitutional role.

Core Activities

  • Convene bipartisan task forces, reform caucuses, and structured dialogues among members of Congress, senior staff, and experts
  • Develop and promote evidence-based reforms to congressional rules, processes, and institutional practices
  • Facilitate collaboration among organizations and stakeholders working on congressional revitalization
  • Engage directly with members and staff to support implementation of reform recommendations
  • Conduct rigorous research, including public opinion polling, to assess views of Congress and inform reform priorities which will increase institutional trust
  • Foster cross-partisan relationships and strengthen norms of deliberation and collaboration

These activities collectively support a sustained effort to renew Congress’ effectiveness, enhance public confidence, and restore its constitutional role.
