The Honorable Daniel Lipinski, PhD, is a distinguished visiting fellow at the Hoover Institution. He represented the Third District of Illinois in the US House of Representatives from 2005 to 2021. He was a prolific lawmaker on a wide variety of issues whose legislative accomplishments included authoring laws to spur entrepreneurship and technological innovation, boost American advanced manufacturing, modernize and increase support for the National Science Foundation, empower victims of sexual assault, and honor veterans. Lipinski served on the House Transportation and Infrastructure Committee, where he chaired the Subcommittee on Rail, Pipelines, and Hazardous Materials, as well as the House Science, Space, and Technology Committee, where he chaired and served as a ranking member of the Research and Technology Subcommittee for a decade. 

After completing degrees in mechanical engineering (Northwestern University) and engineering-economic systems (Stanford University), Lipinski earned his doctorate in political science from Duke University and won the American Political Science Association’s Carl Albert Dissertation Award for best dissertation in legislative studies. He is currently the Pope Leo XIII Fellow on Social Thought at the University of Dallas.

Lipinski is the author of Congressional Communication: Content and Consequences (University of Michigan Press) and has also written several book chapters on Congress and the legislative process, including in Under the Iron Dome: Congress from the Inside and Congress Reconsidered

He has also written numerous articles for academic journals as well as media outlets including The Atlantic, First Things, America Media, and Public Discourse, as well as op-eds in the Wall Street Journal, the Washington Post, the Dallas Morning News, and the Chicago Tribune. Lipinski is working on a book about his work in Congress and what needs to be done to overcome the divide in America.
