Philip Caruso is a Veteran Fellow at the Hoover Institution and was a member of the first cohort (2021–22).

Philip Caruso is an investment professional at Onex Partners, a large-cap private equity fund in New York. As an Air Force Reserve officer, he also serves as a deputy military adviser at the US Mission to the United Nations. He serves as chairman of the board of directors at No One Left Behind, a national nonprofit focused on advocacy and resettlement assistance for the Iraqi and Afghan Special Immigrant Visa programs. He previously served for seven years on active duty in the US Air Force, including two deployments to Afghanistan. He served as a legislative fellow at the US Senate Committee on Foreign Relations and a teaching fellow in economics at Harvard. Caruso received a JD from Harvard Law School and an MBA from Harvard Business School with honors as well as a BS in materials science and engineering from Cornell University. He is a Tillman Scholar, a term member at the Council on Foreign Relations, and a member of the New York Bar.
