On Wednesday, October 8, 2014, at 7:30 p.m., Stanford kicked off the new speaker series, The Security Conundrum, with General Michael Hayden’s talk entitled “Inside the NSA.”  Hayden was the first principal deputy director of national intelligence (2005 – 2006) and director of the National Security Agency (1999 – 2005).

This past week I was privileged to attend Stanford’s inaugural cybersecurity boot camp, where two dozen congressional staffers joined academic and industry experts to discuss ways to protect he government, the public and industry from cyber threats.

Nearly two dozen congressional staff members will start a three-day cyber boot camp today hosted by Stanford University’s Hoover Institution and the Center for International Security and Cooperation. The events include dinner keynotes from former Secretary of State Condoleezza Rice and Google Executive Chairman Eric Schmidt. The agenda also includes a trip to Google and a simulation where staffers will play the roles of executive branch leaders responding to a cyberattack. Staffer participants hail from the Senate and House Intelligence, Commerce and Judiciary committees, House Homeland Security Committee and congressional leadership offices.

Two dozen senior US Senate and House staffers are visiting the Hoover Institution for the inaugural Congressional Cyber Boot Camp, an intensive three-day cybersecurity workshop organized by Amy Zegart, the Davies Family Senior Fellow at the Hoover Institution and codirector of Stanford’s Center for International Security and Cooperation (CISAC), and Herbert Lin, a consulting scholar at CISAC who will be a visiting fellow at Hoover starting this Winter. The event, cosponsored by Hoover and CISAC, has attendees from both political parties.

My topic is “Cyber Warfare: Is there a Need for New Law?”, and I would like to address it in terms of three sub-questions. First, with respect to cyber warfare, is there a gap in international law, and if so does that pose an international legal crisis? Second, what are the challenges to interpreting existing law or developing new international law in this area? And, third, what might the future hold with respect to international legal development and cyber warfare?

Inaugural Congressional Cyber Boot Camp 2014

Two-dozen senior congressional staffers will attend the inaugural cybersecurity boot camp at the Hoover Institution, Stanford University to engage with government, academia and Silicon Valley experts who are trying to ward off cyber attacks and network crimes. The three-day boot camp will integrate multiple perspectives and disciplines and provide an understanding of the underpinnings of cybersecurity and how they fit together.
