Hoover visiting fellow Gabriela Tarazona-Sevillano, who teaches at the University of North Carolina at Charlotte, was a criminal affairs prosecuting attorney in Peru. The author of Sendero Luminoso and the Threat of Narcoterrorism, she recently returned from Peru, where she conducted research on the trial of former Peruvian president Alberto Fujimori (1990–2001). In this special seminar, Tarazona-Sevillano will discuss “Can heads of state be held legally responsible for counterterrorist actions?”
