Jennifer (Jenna) Moffit is a veteran fellow for the academic year 2025-26 at the Hoover Institution.

Moffit is a legislative advocate, policy strategist, and 2025 VA congressional fellow in the US House of Representatives. She serves as a program manager at the US Department of Veterans Affairs, advancing initiatives that support veterans, military families, and youth caregivers. A former US Air Force air traffic controller (2008–12), Dr. Moffit brings operational precision and lived experience to her federal policy work.

She holds a doctorate in law and policy from Northeastern University, a master of public administration from Grand Canyon University, and a bachelor’s degree from Liberty University. Her expertise includes legislative drafting, statutory analysis, and stakeholder-driven policy design.
