The Hoover Education Success Initiative (HESI) focuses on the improvement of education policy and providing public education solutions for state education and policy leaders. Launched in 2019, HESI, led by senior scholars at the Hoover Institution, tackles fundamental issues in public education.  On issues ranging from career pathways for students to compensation pathways for educators, from the role of school choice in the lives of families to the role of early education for our youngest children, this “solutions tank” is addressing some of the country’s most challenging education policy topics.

PRACTITIONER COUNCIL

The Hoover Education Success Initiative (HESI) focuses on the improvement of education policy and providing public education solutions for state education and policy leaders.


With passage in 2015 of the Every Student Succeeds Act (ESSA), states are again in charge of American education policy. That means state leaders must possess the vision and the capacity to make the most of a new opportunity to better serve their students, parents, educators and taxpayers. To support them in this ambitious undertaking, the Hoover Education Success Initiative seeks to provide state education and policy leaders with policy recommendations that are based upon sound research and analysis.

Launched in 2019, HESI, led by senior scholars at the Hoover Institution, tackles fundamental issues in public education.  On issues ranging from career pathways for students to compensation pathways for educators, from the role of school choice in the lives of families to the role of early education for our youngest children, this “solutions tank” is addressing some of the country’s most challenging education policy topics.

Each year, HESI hosts research workshops and policy symposia on important topics that are ripe for improvement and reinvention. Grounded in solid evidence and reliable research, as well as comparison of policies and programs across various state landscapes, the Initiative’s findings and recommendations in each topic area are outlined in concise topical papers.  These papers become clear memoranda to state leaders that summarize findings and recommendations.  

HESI’s findings and recommendations also benefit from thorough discussion with members of its Practitioner Council, which consists of policy leaders from across the United States that ensure that HESI products are rooted in on-the-ground perspectives and best practices.  HESI’s unique approach is designed to foster much-needed reforms and innovations in America’s public education systems.  Its central goal is to contribute directly to the ongoing reinvention of the nation’s education landscape and to ultimately drive enhanced outcomes for our nation’s children.
