Through scholarship, education, and policy development, BSL works to advance biotechnology in service of flourishing, competitiveness, security, and freedom.

Competitiveness

Biology is now one of the defining strategic domains of our time. BSL helps the United States and its allies build the talent, infrastructure, standards, companies, manufacturing capacity, and policy imagination needed to lead in biotechnology. Competitiveness depends not only on scientific discovery, but on translating discovery into durable public, commercial, and national capabilities.

Security

Biotechnology is changing what security requires and what security makes possible. BSL helps leaders understand how biology can strengthen national resilience, support the warfighter, secure critical supply chains, and improve preparedness for biological threats. The aim is a practical security agenda that prevents misuse while accelerating responsible capabilities for defense, public health, and national strength.

Flourishing

Biotechnology should expand what people, communities, and nations are able to do. BSL explores how advances in biology can improve health, food, materials, energy, ecosystems, and everyday life. The goal is not innovation for its own sake, but biotechnologies that help people and societies flourish.

Freedom

Biotechnology will shape the material, economic, and political conditions of life. BSL asks how biotechnologies and related technologies can be developed to expand human agency rather than centralize control. Drew Endy’s work emphasizes technologies that create options, preserve local capability, support accountable communities, and help people make what they need when and where they need it.
