Bio-Strategies and Leadership (BSL) at Hoover ensures that the United States and its allies understand biology as a strategic domain and act accordingly. BSL products are designed to help leaders realize flourishing and democratic futures. Ongoing work is focused on economic and technical competitiveness plus national security, including public health.

On April 14, 2026, Bio-Strategies & Leadership at the Hoover Institution will convene ~300 action-oriented leaders at Stanford for the inaugural Bio Leadership Summit, a one-day event designed to elevate biotechnology culturally and politically, and to speak frankly regarding what biotech leadership looks like across the most important domains of strategic impact.

We are looking for leaders—up and coming or established, with or without a biotechnology background—who have a track record of turning ideas into outcomes to participate. If you would like to nominate yourself of others to participate, please do so below.

SECURING OUR NATION’S BIOTIC FUTURE: TEN INVESTMENTS TO MAKE TODAY

Biology is a strategic domain. Biotechnology has significant implications for the US economy, our security, and human flourishing more broadly. Biotechnology is more than pharmaceuticals; it has thousands of applications across all sectors, including entirely new sectors. To have a chance, the United States must increase biotechnology’s contributions to our economy overall by a factor of ten. This incredible transformation must be realized within the next fifteen years.
