"From the Bay Area to the Baltic: An Enduring Relationship," by archival specialist David Jacobs, relates the history of the Baltic collections at the Hoover Institution Library and Archives. It is available on the Baltic Heritage Network website.

The Hoover Institution Archives has participated in the activities of the Baltic Heritage Network since the latter's inception in 2006. A direct result of the First International Conference on the Baltic Archives Abroad that took place in Tartu, Estonia, in 2006, the Baltic Heritage Network connects archives, libraries, and other repositories for the history of Estonia, Latvia, Lithuania, and various Baltic diaspora communities across the world.

In addition to facilitating communication among those working in those repositories, the Baltic Heritage Network is a resource for historians and other researchers in the field of Baltic studies and the history of Baltic emigration. A number of researchers have come to the Hoover Archives after finding out about Hoover's Baltic holdings from the organization's website.
