Marshall Erwin

Marshall Erwin was a research fellow at the Hoover Institution, supporting its Working Group on Foreign Policy and Grand Strategy and conducts research into intelligence topics. Between 2004 and 2010, he worked as a counterterrorism and cybersecurity analyst in the intelligence community. He also served as the counterterrorism and intelligence adviser to Senator Susan Collins on the Senate Homeland Security and Government Affairs Committee, where he helped lead the committee’s investigation into the terrorist attacks in Benghazi, Libya. More recently, Erwin was the intelligence specialist at the Congressional Research Service, playing a critical role in shaping the congressional response to National Security Agency surveillance leaks and consulting with members of Congress on legislative changes to the FISA (Foreign Intelligence Surveillance Act) statute. He holds an MPP from Georgetown University and a BS in computer science and a BA in philosophy, both from Stanford University.
