In 2017, US policy changed sharply, restricting H-1B visas and prompting a surge of high-skilled immigrants—particularly computer scientists—to relocate to Canada. As a result, Canada experienced expansion of firms, higher native employment, and increased exports. In the US, the restrictions succeeded in raising wages for American computer scientists, but this came at the expense of wages for workers in other occupations and increased competition for American firms in global markets due to talent diversion.
