STANFORD, CA - The Hoover Institution at Stanford University is pleased to announce the appointment of Dr. Jendayi E. Frazer as the Peter J. and Frances Duignan Distinguished Visiting Fellow. Frazer is a policy leader and expert on African affairs, having worked in the areas of international development, international security, and public policy.

Frazer served as the US Assistant Secretary of State for African Affairs from 2005 to 2009. She was Special Assistant to the president and Senior Director for African Affairs at the National Security Council from 2001, until her swearing-in as the first woman US ambassador to South Africa, in 2004. She previously served in government from 1998 to 1999 as a Council on Foreign Relations International Affairs Fellow, first at the Pentagon as a political-military planner with the Joint Chiefs of Staff, working on West Africa during Nigeria’s transition to civilian rule; and then as Director for African Affairs at the National Security Council.

Condoleezza Rice, Director of the Hoover Institution, said: “Jendayi is an internationally recognized expert on Africa who is respected by African officials and civic and business leaders alike—a trust which, combined with her deep knowledge of the issues, has enabled her to work together with them to strengthen the region, stop conflict, and promote development. Her work will also focus on China and its emergence as a relatively new power on the continent as it seeks resources to fuel its own growth, and what that could mean for the future economic development of African nations. We are fortunate to be able to benefit from her expertise and are delighted to welcome her to Hoover.”

Frazer is an Adjunct Senior Fellow for Africa Studies at the Council on Foreign Relations. She was a Distinguished Public Service Professor at Carnegie Mellon University from 2009 to 2014, where she was on the faculty of Heinz College’s School of Public Policy and Management. She was also an Assistant Professor at Harvard University and the University of Denver. Her research focuses on strengthening regional security cooperation and economic and political integration in Africa. She is the author of and contributor to a number of articles, journals, and books, and coeditor of Preventing Electoral Violence in Africa (2011).

Frazer received her BA in political science (with honors) and in African and Afro-American studies (with distinction), MAs in international policy studies and international development education, and a PhD in political science, all from Stanford University.
