Chris Bourne was previously a veteran fellow at the Hoover Institution.

Bourne served as an infantry officer during a twenty-eight-year active-duty career. As a battalion commander in 2001, he led security and combat operations in Pakistan and Afghanistan in response to the attacks of September 11. During a tour in Iraq, he led police adviser teams across Anbar Province and served as senior adviser to the Iraqi provincial chief of police. In his final active-duty assignment, he served as assistant chief of staff for training and experimentation for First Marine Expeditionary Force at Camp Pendleton, California. He subsequently served as national director of policy on Ben Carson’s presidential campaign. He joined the Department of Housing and Urban Development in 2017 where he established the Office of Innovation and served as the department’s first deputy assistant secretary for innovation. He holds a bachelor’s degree in business administration from Boston University, a master’s degree in military studies from the Marine Corps Command and Staff College, and a master’s degree in national security strategy from the National War College. He currently works as a business development and strategic planning consultant and serves on the board of the National Center for Healthy Veterans.
