Abdias Diaz-Rosado is a research fellow at the Hoover Institution, where he works on biotechnology, biosecurity, and national-security policy at the intersection of science, governance, and innovation. His research examines emerging biological technologies; public trust and science communication; and the strategic implications of global competition in biotechnology.

Diaz-Rosado earned his PhD in cell and molecular biology from the Perelman School of Medicine at the University of Pennsylvania, where he studied rare genetic disorders and the identification of therapeutic biomarkers. Before joining Hoover, he worked at the Children's Hospital of Philadelphia, supporting advanced flow-cytometry research and contributing to translational biomedical initiatives.

In addition to his academic work, Diaz-Rosado has advised nonprofit and community organizations on research strategy, science translation, and stakeholder engagement. He has provided pro bono consulting support to early-stage biotechnology and health-focused organizations. He brings a scientist-practitioner perspective to policy research, emphasizing practical frameworks that help leaders navigate biological risk, innovation, and public trust in an era of rapid technological change.
