    Mark Speich is a visiting fellow at the Hoover Institution and secretary general of the Konrad Adenauer Foundation. Earlier, he was a state secretary coordinating federal legislation in the Bundesrat, Germany’s second chamber, on behalf of North Rhine-Westphalia. Speich is a historian and political scientist and holds an MPhil from Cambridge University and a PhD from the University of Bonn.

Mark Speich is a visiting fellow at the Hoover Institution and secretary general of the Konrad Adenauer Foundation, one of Europe’s most influential organizations for the promotion of democracy, the rule of law, and the spirit of a free society. Based in Berlin, Speich oversees the international and national work of the foundation with its more than 100 field offices worldwide and a think tank covering a broad range of research interests with a special focus on security related issues.

Before joining the Adenauer foundation Speich held the position of a state secretary coordinating federal legislation in the Bundesrat, Germany’s second chamber, on behalf of Germany‘s most populous and economically strongest federal state, North Rhine-Westphalia. This was preceded by leadership roles in German think tanks and foundations as well as a stint as head of the policy planning staff of the majority leader and the CDU/CSU parliamentary party in the German Bundestag during Angela Merkel‘s first term as chancellor of the Federal Republic of Germany.

Speich is a historian and political scientist and holds an MPhil from Cambridge University and a PhD from the University of Bonn.

His research interests focus on Cold War liberalism, the interaction between domestic and foreign policy, the institutionalization of European geopolitics, the future of transatlantic relations, and the evolving role of soft power in international relations. As a visiting fellow at the Hoover Institution, he is committed to complementing the Commons Initiative with a European perspective.
