Nelson Rouleau is a veteran fellow for the academic year 2025-26 at the Hoover Institution.

Rouleau is the CEO and cofounder of VetScore, a first-to-market AI-powered platform redefining how veterans prepare for VA disability claims. Backed by decades of military leadership and firsthand experience with a broken system, he leads a movement to bring clarity, dignity, and accuracy to a process that has failed too many for too long.

With a career spanning thirty years of bold leadership, culminating as a colonel, Rouleau has held positions at the highest levels of the US Department of Defense and the Air Force. He has commanded diverse organizations, from flying squadrons to cadets at the US Air Force Academy. Beyond command, he twice served in the Pentagon as a senior strategist in the Office of the Secretary of Defense, where he helped craft and execute the 2022 National Defense Strategy.

When his father, a US Marine Vietnam veteran, spent over $30 thousand navigating denials and delays, Rouleau saw the system’s true cost and built VetScore to fix it. He holds master’s degrees in military strategy and counseling, along with executive credentials from Harvard Business School, Stanford, Georgetown, and William & Mary. Today, Rouleau is a sought-after consultant and coach, collaborating with senior leaders across defense and industry.
