John Cogan is the Leonard and Shirley Ely Senior Fellow at the Hoover Institution and a member of the California Commission on the 21st-Century Economy. Cogan, who has helped develop recommendations that address problems created by California’s outdated and deeply flawed tax system, discussed the California tax reform proposal.
