The Hoover Institution’s Task Force on Property Rights, Freedom, and Prosperity met October 30–31. Task force members discussed property rights questions including, do natural resource endowments lead to wealth? Do the politics of assigning and enforcing property rights in development affect growth and equity objectives? And issues concerning intellectual property, property rights, and the rule of law. Terry Anderson, the John and Jean De Nault Senior Fellow at the Hoover Institution and cochair of the Property Rights Task Force, delivered before-dinner remarks in a talk titled “Cap-and-Trade: The Bad, the Good, and the Ugly.”
