Commander Richard Coillot, representing the US Navy, is a national security affairs fellow at the Hoover Institution for the 2025–26 academic year. Commissioned as a surface warfare officer, he served on various ships and staffs, participating in operations across US Indo-Pacific Command, Central Command, European Command, and Africa Command.

Now a foreign area officer, Coillot has served in staff and security cooperation assignments across the Indo-Pacific, most recently as the chief of plans and policy for the Joint United States Military Assistance Group—Philippines, where he has directly influenced an historic modernization and operationalization of the US-Philippine Alliance as well as the rapid expansion of security assistance to the Armed Forces of the Philippines and Philippine Coast Guard.

Coillot earned his bachelor’s degree in international politics from The Pennsylvania State University and commissioned through the Naval Reserve Officer Training Corps. He holds a master’s degree in security studies from the Naval Postgraduate School.
