Hilton Root, Senior Research Fellow. Expertise: Governance and market reform in India and South and East Asia. Author: "Small Countries, Big Lessons: Governance and the Rise of East Asia" (Oxford University Press, 1996).

Abraham Sofaer, Senior Fellow. Expertise: International law and diplomacy, international relations, national security affairs, transnational problems. Legal adviser, U.S. Department of State, 1985-1990 and a former Federal Judge.

Dennis Bark, Senior Fellow. Expertise: International relations, national security affairs. In December 1985, Bark was confirmed by the U.S. Senate as a member of the board of directors of the United States Institute of Peace.
