McNamara on San Francisco police chief’s plan to hire civilian investigators

Joseph D. McNamara, a research fellow at the Hoover Institution, discusses the San Francisco police chief’s endorsing a program to hire fifteen civilians to do police work. The new investigators would be trained to gather evidence and write reports on low-priority crimes (those in which no suspect is at the scene).
