Stephen Haber, director of the Hoover Institution Working Group on Intellectual Property, Innovation, and Prosperity (Hoover IP2), has announced that the two-week Hoover IP2 Summer Teaching Institute on the Economics and Politics of Regulation will take place from July 31 through August 12, 2016.
Held at the Hoover Institution, the teaching institute invites judicial clerks and law students, analysts at federal regulatory agencies, graduate students in law and public policy, and other young professionals and attorneys to participate in an intensive symposium led by a distinguished faculty. The symposium focuses on four interlinked regulatory issues: competition among firms, the specification of and enforcement of intellectual property rights, energy and the environment, and financial markets. The seminars are taught by professors from Stanford University, University of California at Berkeley, George Washington University, University of Pennsylvania, University of Rochester, and University of Washington. To provide a hands-on look at the impact of intellectual property rights, commissioners from US regulatory agencies also lecture at the summer institute.

Modeled after graduate business schools’ executive education programs, the summer teaching institute provides up to twenty-two participants with a unique opportunity to interact with peers and new colleagues and to learn from award-winning teachers. An important feature of the teaching institute is group presentations, in which students self-select into teams to analyze an intellectual property or regulatory problem and to propose a solution.
Over the past two years, students have come from nearly a dozen foreign countries and from graduate programs at leading universities including Stanford, Columbia, Harvard, Georgetown, RAND Graduate Institute, University of California, University of Chicago, University of Pennsylvania, and University of Wisconsin. Attendees live in Stanford University housing and have the opportunity to extend their days in lively, unplanned, evening conversations. One attendee said, “Our discussions are extremely stimulating and often continue late into the evenings. It is almost certain that many excellent ideas will emerge from this collaboration and inspire our work long after the program is over.”
