Dave Foster was previously a Veteran Fellow at the Hoover Institution 2022–23.

Dave Foster is the founder and CEO of BDP Impact Real Estate, a social-impact real estate investment and development company headquartered in Philadelphia with projects across the country. Since 2014, BDP has led more than $250 million in community investment and affordable housing development. In 2022 BDP worked with the nonprofit Community Solutions to launch a first-of-its kind social-impact equity fund to acquire housing units valued at $400 million in 16 US cities to use toward the goal of ending veteran homelessness. From 2008 to 2014, he served as the president of Cooper’s Ferry Partnership, a nonprofit economic development corporation in Camden, New Jersey. Prior to his work in Camden, Dave was an attorney in the real estate department at Ballard Spahr in Philadelphia and helped lead property acquisitions for Hutchinson Whampoa Properties in China as a Luce Scholar. His military service includes duty as an infantry officer with the 101st Airborne Division, a tour in Afghanistan, and a posting at the Pentagon. Foster received his BA from Washington & Lee University and his JD from the University of Pennsylvania Law School, where he also received a certificate in business and public policy from the Wharton School.
