Scott Atlas, the David and Joan Traitel Senior Fellow at the Hoover Institution, gave a comprehensive overview of the Affordable Care Act in his talk entitled “Obamacare: What’s Happened and What’s Next.” Atlas discussed several aspects of the Affordable Care Act, including how the new insurance exchanges are raising costs while decreasing access by shifting from private coverage to government coverage; Medicaid’s failure to improve health; and the unprecedented power of the Independent Payment Advisory Board to ration care. He ends with a discussion of what can be expected in the future as indicated by Hillary Clinton’s 2007 health care proposal.
