Thomas H. Womble, representing the United State Army National Guard, was a national security affairs fellow for the academic year 2013–2014 at the Hoover Institution.

Womble is a 1987 graduate of Fort Lewis College in Durango, CO, where he received a bachelor of art’s degree in Humanities; he holds a master of art’s degree in Political Science from the University of Colorado at Denver. Womble is an Air Defense Artillery officer and has deployed for Operation Noble Eagle in support of the Integrated Air Defense Mission of the National Capital Region and Operation Jump Start in support of Border Patrol for security of the southwest border in New Mexico. He has deployed to Afghanistan where he served as the commander of the Regional Police Advisory Command – North and to Kosovo in support of the Kosovo Force NATO peacekeeping mission. Womble is a graduate of the US Army Command and General Staff College at Ft. Leavenworth, Kansas. In addition to his military experience Womble served over 22 years in civilian law enforcement. He is a graduate of the Federal Bureau of Investigation’s National Academy Program and retired as the Undesheriff for the San Juan County Sheriff’s Office in Aztec, New Mexico.
