Dave Almand, US Air Force, was a national security affairs fellow for 2009–2010 at the Hoover Institution.

Almand holds a bachelor of science degree in social sciences from the United States Air Force Academy, a master of arts degree in human resources management from Webster University, and a master of arts degree in military operational art and science from the Air Command and Staff College, Air University, Alabama. He is a mobility pilot with more than four thousand flight hours in C-17, C-141, and C-12 aircraft. His assignments includes as a commander of the 517th Airlift Squadron, Elmendorf Air Force Base, Alaska. Almand has supported operations in Somalia, Bosnia, Iraq, and Afghanistan in a variety of assignments. Before taking command of the 517th, he served as the executive officer to the commander, Pacific Air Forces, Hickam Air Force Base, Hawaii. His research focused on officer professional development. He was one of two officers representing the air force in the 2009–10 class.
