    Alex Rubin is an associate vice president at Beacon Global Strategies, a national security-focused consulting firm, and worked as an analyst at the CIA’s China Mission Center for ten years. Alex Rubin is an associate vice president at Beacon Global Strategies, a national security-focused consulting firm. He is an accomplished analyst focusing on China and technology issues. Prior to his current roles, Mr. Rubin worked as an analyst at the CIA’s China Mission Center for ten years, leading the Agency’s analysis of technology topics in the People's Republic of China. He was responsible for covering China’s efforts to develop a range of sectors, including electronics and energy technology, as well as its use of industrial policy to promote its vision of a technologically-oriented economy. He has supported numerous efforts targeting these matters, notably policy processes on trade policy, research security, and investment scrutiny. Mr. Rubin led the CIA China Mission Center’s engagement with various US government agencies on these topics. He brings deep expertise in key policy areas, including export controls and semiconductors.

Mr. Rubin completed joint duty assignments and internships at the Department of Defense Office of Asia-Pacific Affairs and the Department of State Bureau of East Asia and Pacific Affairs, the latter as the acting desk officer for Laos and Cambodia.

Mr. Rubin holds an MA in security studies with a concentration in technology and security from Georgetown University’s Graduate School of Foreign Service. He graduated from Dartmouth College with a BA in government and a minor in history.
