The State of American Institutions
Thursday, November 30–Friday, December 1, 2023
The Center for Revitalizing American Institutions (RAI) marked its launch with a conference in which scholars and policy leaders addressed various challenges threatening the efficacy and stability of America’s democratic institutions. Directed by Maurice R. Greenberg Senior Fellow Brandice Canes-Wrone, RAI was developed at Hoover with a mission to achieve an understanding behind the astonishingly low trust and confidence in American institutions. The goal of RAI and its affiliated scholars is to document these institutions’ successes and failures and provide recommendations for fortifying them and increasing their effectiveness.
Stanford Emerging Technology Review Launch Event

Together with Stanford’s School of Engineering, fellows at the Hoover Institution launched the Stanford Emerging Technology Review, a new initiative aimed at guiding policymakers through the challenges posed by ten frontier technologies. The initiative explores significant technologies shaping the world in artificial intelligence, synthetic biology, cryptography, semiconductor production, space, nuclear energy, and more.
Hoover Releases Silicon Triangle

The Hoover Institution, in partnership with the Asia Society, launched the new publication Silicon Triangle: The United States, Taiwan, China, and Global Semiconductor Security before an audience of policy leaders, media, and the business community at Hoover’s Washington, DC, center. In this groundbreaking report, a multidisciplinary group of economists, technologists, military strategists, industry players, and regional policy experts examines how the rapidly evolving and increasingly strategic trade in semiconductors links the security, economic prosperity, and technological competitiveness of the United States, China, and Taiwan.
Hoover Hosts House Select Committee on China’s Communist Party

The Hoover Institution hosted the United States House Select Committee on Strategic Competition between the United States and the Chinese Communist Party on April 6‒7. A bipartisan group of ten members exchanged ideas with Hoover fellows—including Glenn Tiffert, Amy Zegart, Larry Diamond, and Gen. Jim Mattis—on the conduct of the Chinese Communist Party in areas including critical mineral supply, digital currencies, the “no limits” relationship between Russia and China, and strategic competition with China and its implications for emerging technologies. They also discussed reorganizing the Department of Defense to effectively compete with China. Later that month, Rep. Ro Khanna (California), a member of that committee, presented a vision for peaceful competition with China.
Hoover Hosts ‘Five Eyes’ Intelligence Chiefs Who Warn of China Threat

FBI Director Christopher Wray and the other heads of the “Five Eyes” intelligence services from Canada, the United Kingdom, Australia, and New Zealand warned the public about widespread industrial espionage by China and other rogue actors during a public discussion with Secretary Condoleezza Rice, Tad and Dianne Taube Director of the Hoover Institution.
John Raisian Remembered

A celebration of life was held in honor of former Hoover Institution director John Raisian, who passed away in April at the age of 73 after battling a long illness. The ceremonies took place in Hauck Auditorium and included remembrances from colleagues who testified to Raisian’s exemplary leadership and stewardship during his twenty-five years as director of the Hoover Institution. Family and friends, including Raisian’s wife, Claudia Morgan, shared stories about his warmth and generous spirit.
Hoover Military History Working Group Asks If Ukraine Can Still Win

The Hoover Institution’s Military History in Contemporary Conflict Working Group hosted a daylong workshop in March gathering scholars to examine the historical factors leading to Russia’s 2022 invasion of Ukraine, the status of forces along the expansive front line, and Ukraine’s chances of victory. Presenters included senior fellow Stephen Kotkin, Center for Naval Analyses’ Michael Kofman, and senior fellow Niall Ferguson.
Hoover Mourns Those Killed in 10/7 Attacks in Israel

The staff and supporters of the Hoover Institution held a solemn candlelit vigil on the steps of Hoover Tower for the more than 1,200 Israelis murdered by Hamas militants on October 7. Senior fellow Peter Berkowitz spoke to Hoover supporters and overseers gathered for the 2023 Fall Retreat about the events of that fateful day and described how the strategic picture in Israel shows similarities to that of the United States on September 11, 2001.
Convening of the May 2023 Indo-Pacific Security Dialogue

The Annenberg Foundation Trust at Sunnylands and the Hoover Institution at Stanford University partnered to convene their second Indo-Pacific Security Dialogue. Building on prior discussions in December 2021, the dialogue seeks to help operationalize what the Biden administration’s October 2022 National Security Strategy characterizes as “a consequential new period of American foreign policy that will demand more of the United States in the Indo-Pacific than has been asked of us since the Second World War.” Participants included Hoover Institution Secretary Condoleezza Rice, Tad and Dianne Taube Director of the Hoover Institution; and Gen. Jim Mattis, Davies Distinguished Fellow.
How to Get Back on Track: Hoover Hosts 2023 Monetary Policy Conference

Scholars presented on how to get inflation under control without overcorrecting monetary policy in a way that would harm future economic growth. Another major point of discussion was the factors that led to the recent collapse of Silicon Valley Bank and other bank failures.

New Hoover History Lab Convenes Scholars and National Security Professionals to Study the Trajectories of Global Trends through a Historic Lens

The Hoover Institution hosted its inaugural History Lab conference, featuring scholars and national security professionals who exchanged ideas and provided analyses of possible trajectories of today’s world. Chaired by Stephen Kotkin, Kleinheinz Senior Fellow and History Lab director, the conference focused on how policy leaders should think about the drivers of global change over the next decade. The lab also hosted periodic discussions, with recent ones covering the assassination of Congolese leader Patrice Lumumba, the long-term impact of sanctions on Russia, and how America can “Moneyball” its military into a leaner, meaner fighting force.
Wargaming and Crisis Simulation Initiative launches at Hoover

Jacquelyn Schneider, Hoover Fellow and a leading scholar on the intersections of technology, national security, and political psychology, launched Hoover’s new Wargaming and Crisis Simulation Initiative at a workshop in the institution’s Washington, DC, office. In her remarks, Schneider described the value of war games and why the Hoover Institution is a natural hub for the design and implementation of these exercises in which participants study and examine potential conflicts and role-play as decision makers to solve them.
Conference on Election Integrity

Election officials from around the country gathered on January 23, 2023, at a conference cosponsored by the Hoover Institution’s Center for Revitalizing American Institutions and the Election Official Legal Defense Network to discuss lessons learned from the 2022 election and what more needs to be done to foster public confidence in the 2024 elections.

The Hoover Institution’s project on China’s Global Sharp Power and the Asia Society’s Center on US-China Relations held a presentation in Hoover’s Washington, DC, office on their newly published report authored by Visiting Fellow Matthew Johnson, China’s Grand Strategy for Global Data Dominance. The report details how China is directing its technology firms to harvest vast amounts of data—at home and abroad—to profile foreigners, target critical journalists, map sensitive areas of foreign countries, and build a fearsome domestic surveillance apparatus.
